Later Positions Promoted to Chief of Fuzhou Telegraph Bureau 福州电报局局长; obtained rank of Expectant District Magistrate (候补知县);

Transferred to Fuzhou Bureau of Foreign Affairs.  Following the Boxer Uprising of 1900, Shen was heavily involved in negotations with the foreign powers and played a crucial part in settling the terms of indemnity payments for loss of life and property inflicted on foreigners in Fuzhou.  As a reward for his services he was promoted to Chief of the Bureau; however, his heavy responsiblities wore down his health and he died at the age (sui) of forty. 2
